Borderline slum lords. The maintenance staff is understaffed so only the most important items will be taken care of and not always in a timely manner. Medium priority issues like lights not working, slightly leaky roof are allowed to go on for months or even years. Place is a bit unruly, but is not bad considering the rent.  Need to rent an apartment?
